Is your site setting the cookies correctly? Check your cookies manager & make sure that PHPSESSID

I had this exact problem, and it turned out to be that I hadn't set the path for the save.session_path variable in my php.ini file. Try creating a temp folder in your PHP directory, and set the path for this variable to that directory in you php.ini file and reboot your server. Hopefully it should work.

I had a similar issue- it wouldn't log into the Admin area but looped between the "you are logging in for the first time" and the "login" pages. I think this was, however, an issue with my firewall or cookie settings?
Issue now resolved.

Im getting the same problem on an older version of Xoops.

I can login fine but my friend can't. He used to be able to.

His cookies are set to accept all cookies. The site doesnt seem to be able to save the cookie from the site to his computer tho. But when he enters the BB forum the forum saves a cookie on his pooter.

Strange.
