How can I set the forum permissions in a way that the anonymous/not logged in users can only view the forum and that registered users also can post?

Group permissions determine who can view forums. Make sure that anonymous has rights to the forum module.

Forum Admin -
Each forum has a preference that determines whether anonymous users can post. This must be set for each forum. Anonymous not being able to post is the default.
