can't make block visible

Okay I want to put a custom block on my front page and I want to make it visible to anonymous viewers but I can't. I have tried several different ways and I was wondering if anyone here knew how to make a specific block visible to a specific group of people, because I could not change it myself.

Enable the Block Access Right for the Anonymous Users group:

Control Panel >> System Admin >> Groups >> Anonymous Users >> Modify >> Block Access Rights
