Hi,

is there any XOOPS theme desinging tool. Or is there any tutorial available for theme desinging.

Topstyle is a very useful CSS editor; not specifically for XOOPS though. It will allow you to edit CSS file and preview changes in any selected file all on the same page. There's a free version I think, search on Google. The best advice before this is to search out and read the many excellent posts on this forum re. theme building.
