Try It EditorYou can see in the list of the tag's attributes it supports id, class and style, among others. In short, instead of
<fieldset style="border-color:#00ff00 border: 2px">perhaps you could try:
<fieldset style="border: 2px solid #cc0000">replacing the thickness, border style and color for the ones you want. This
should work, you just have to remember to clear your cache (delete all the files in the
templates_c directory).
