Whenever you get a Blank Page while browsing around Xoops, the first step to solve the problem is go to "System" -> "Preferences" -> "General Settings" and turn PHP Debug Mode on. If you are unable to get into the administration panel try to follow the steps outlined in this article:

To enable PHP Debug Mode. After PHP Debug mode is enabled, try going to the same page again, now you should get a list of errors that occurred in your page. Post these errors (and the pages they occurred in) and we can begin debugging what the problem is
