I can't seem to get into the Admin section to control Protector 3.4 .
I uninstalled the module and reinstalled it, still a blank page.

I also looked at the files uploaded onto the server.

/modules/protector/admin/index.php

The file was there.

What is preventing the Protector admin page from rendering?

You probably still have old Protector's files somewhere. Please read the Installation Guide listed here - it has a section on upgrades and on removing old Protector files
