you mean this?
http://sourceforge.net/projects/xoops/files/XOOPS%20Module%20Repository/XOOPS2/Content/

I never used this module but it seems it is old and orphan module.
maybe you just need to set the correct permissions to see the "submit" button.
but i recommend you to use "news" 1.67 latest version.

huum
As i said in the last post maybe you just have issues with permissions in "Content" module. try to do it. then please turn php debug on and report any error and warning here.
As for my recommendations:

Publisher is a very advanced content module that can handle static HTML, HTM or XHTML extensions. but it is advance and full of features that maybe you didnt need.

if you need a simple module, i personally like wraps by GIJOE:
http://xoops.peak.ne.jp/md/mydownloads/singlefile.php?lid=97&cid=1
very old module but still works perfectly in my websites.
Also you need to install latest ALTSYS module before installing wraps.
http://xoops.peak.ne.jp/md/mydownloads/singlefile.php?lid=76&cid=1

Edit:
I see a new version of wraps here but i didnt test it:
https://xoops.org/modules/repository/singlefile.php?cid=94&lid=1930

Also another module called "pages" (an advance wf-channel) is good. but now i cannot find any download link.

I can confirm that the "submit" button is missing when you use the "plain text" editor. Let's hope that Kerkyra will fix it soon.

When you switch in preferences to "TinyMCE", you have the button.

You can download Pages from XOOPS France, but it is based on an older version of WF-Channel (1.15).

There is a newer version of WF-Channel 2.06 Beta that requires WF-Resource, but it's also a little bit outdated.

The most powerful would be probably, as already suggested, Publisher, or you can also try fmContent, but it is not maintained anymore.

Bottom line for us: we need to consolidate some of the modules into one cool "content" module. My understanding is that there Mage was working on a new content module for XOOPS 2.6.0, but I don't know the current status, and obviously, it wouldn't help you with XOOPS 2.5.5.

As i said before, I hope he dont work on a new module.
Publisher is a good and professional module based on my investigations. It has many functions that can be port to core.
for example i use its "search" function with some enhancements for newbb.
with some debugging it would be the best choice for a core content module.

We should have some cooperation in XOOPS and core team should care about our opinions.

I totally agree that Publisher is currently the strongest "content" module for XOOPS. I hope, we can get few developers together and on one hand make it more "user-friendly" with some cool templates, and on the other hand, add some new features like, for example, version control, and multi-category.

We should cooperate with each other on strong modules like Publisher.

Now I cannot find new bugs in newbb so i dont work on it anymore and i can start debugging Publisher.

But debugging a module like publisher need a hard work and at this time im really busy at work so i cannot find that time at least to the end of November 2012 or maybe until 2013.
I will try my best.

I cannot understand why no one talks about the dh-info module from alfred? Here
http://www.simple-xoops.de/download/singlefile.php?cid=5&lid=4

Its a good module with the option to clone very easy the module. The module is flexible, you can create static pages with an own navigation and and and ...

If someone try, use the nightly buildt version, english lang files exist.
