What does it mean in the CBB Preferences - "Enable user moderation"?

I think, it's related to the feature added in 2.3:

uhmm thank you Mamba... I was in a dream that it was something like, members could be moderators of the threads they have started...

I need something that a member who has started a thread, would be able to change the title and the first message of the thread even after the edit time has passed.
