Limiting users to which it is possible to send PM's

What is the best way of limiting the users someone can send a PM too? Is there a module that supports this (haven't found one) or do I have to hack the underlying query/code?

The reason for asking is that I only want activated users available to send PM's to.

For this you need to add a criteria in /class/xoopsform/formselectuser.php selectable on an extra parameter eg $exclude_inactive = false
In /modules/pm/pmlite.php you have to call XoopsFormSelectUser with this parameter set to true.
