Is the Modules section a module?

I would love a module that works just like the module section. Let's me upload files with information about the file, have a download link and have people rate the files. So I'm hoping that the modules section is a module I can download and use. Anyone know if it is and what it's called?

It is wf-downloads (renamed) and the templates are customised.
