The other way is with the cloud security banner called xortify.com - you could use some of the soap call in xortify to also ban there IP across xortify's distribution.
Xortify is an addon to protector.. It links protectors ban list with xortify.com SOAP API and allows any bans listed to be sent to everyone running xortify 1.16.
Then they are definately banned.. The ban is moved to unbanned in a cron and eventually dropped from the database to keep sizes down, it is okey the service is registered till at the moment.
