When a user that is not loges on clicks lost password to recover a password a message comes up saying they don't have permission.y is this?

Is the no permission error when clicking lost password or after filling in the email address and doing the submit?

Any debug messages?
(Check xoops_data/configs/xoopsconfig.php for having "debugLevel" => 0,)
