No, blocks are not frames, but I guess, you can compare them to frames.

Blocks provide a way to group content generated by modules or created by you using custom blocks.

for example, the content on the right of this page (gray background) is generated by various modules and displayed there as blocks, while the main content of the page (the forums) is generated by a different module.

Blocks are a way to include content from different modules on the same page. As mamba said above, you can also customize blocks to show whatever you want.
