Yes, I've checked! All ticks have been marked at checkboxes already.

When I have changed ticks in messages according to your message:
"view should for everyone,
submit for registered
approuve only for webmasters or eg a moderators user group. "

It has started to write error:
"Sorry but either there are no topics or you don't have the rights to post in any topic. If you ar the webmaster, go in the permissions and set the 'Submit' permissions."

Which groups are present and to which groups is your userid belonging?

There are 3 standart groups:
1. Webmasters
2. Registered Users
3. Anonymous Users

My userid is belonging to Webmasters and Registered Users

charset: UTF-8

It is possible that you suffer from a bug in MySQL 4, not returning all records in a query in UTF-8 tables.
Ask your hoster for an update to MySQL 5.

Huh?
If you look at the links for title and poster (when hoovering or in view HTML source), are they not correct (eg /modules/news/article.php?storyid=8 and /userinfo.php?uid=1)?

Can you read these articles in the front page and are you able to see your profile?

Are you sure they are letter for letter identical (with or without www)?

Clicking on those links should lead you to the pages and not divert to the home page.
Are you using some URL rewriting techniques or something on your site?
