Best code would be

define('_BANNERS_POINTS','This Banner points to <a href="%s" title=" ">this URL</a>');

Why?
Without this at the beginning and end of the banner does not work with us...

Sorry, missed a space in the last title parameter.
Could you try again?
And if it is not working, publish the HTML source code from your browser for that part.
