Something is wrong. Sorry guys. But I install again. English only version and news.
1. install of XOOPS 2.4.1
2. copy of editors in class/xoopseditor folder
3. copy news module in modules
4. install of news module (I don't have any editor in the list)
5. update of news module (nothing happend)
6. update od system module (again nothing)
7. clear caches in xoops_data\caches\smarty_compile (index.html rests)

So, I tried everithing. In two install two different problems
Is there changes in SVN of Xoops? I downloaded yesterday.

I can't be rest while this isn't working.
Now I downloaded 2.4.0 from surceforge and install it. English only.
I deleted ckeditor and tinymce dirs in class/xoopseditor and copied new one I downloaded previously (half an hour) from surceforge.
Instaled news module. And again there is nothing in the list
I'm crazy now. Don't know how can it be.

Ok, I think you need to empty xoops_data/caches/xoops_cache folder .

We need to fix this on next version.

There were only one file xoops_editorlist_http%3A%2F%2Flocalhost%2Fxoops-2_4_0-2.php
but nothing happend after I delete if. After I try to check editors list in news this file is created again by xoops.
I don't have any idea what I made wrong or XOOPS made wrong or news module made it
I'm uploading all this to my real web server and if there this all doesn't work I'm going back to XOOPS 2.3.3

Ok, I think I found the bug.

Edit modules/news/xoops_version.php line 464 and replace this
xoops_load('xoopseditorhandler');
$modversion['config'][20]['options'] = array_flip(xoopsEditorHandler::getList());

with this
xoops_load('xoopseditorhandler');
$editor_handler XoopsEditorHandler::getInstance();
$modversion['config'][20]['options'] = array_flip($editor_handler->getList());

This class must not be called statically.

Now you can delete xoops_cache files and update news module. The editors list should be correct.

@trabis

Thanks, that fixed problem.
I'll also try french hack to enable other editors, because I have little problems with both, CKEditor i TinyMCE.

@ghia

I tried french hack and it works (partialy) FCK Editor works ok, but I have problem with Spaw2 (I'm really problematic man this days Resized Image)

Here is image how it looks. I can't enter text in text area because there is no text area.
Resized Image

And @ trabis
French hack...
/**
 * Editor to use
 */
$modversion['config'][20]['name'] = 'form_options'
$modversion['config'][20]['title'] = "_MI_NEWS_FORM_OPTIONS"
$modversion['config'][20]['description'] = '_MI_NEWS_FORM_OPTIONS_DESC'
$modversion['config'][20]['formtype'] = 'select'
$modversion['config'][20]['valuetype'] = 'text'
$modversion['config'][20]['options'] = array(

_MI_NEWS_FORM_DHTML=>'dhtmltextarea'
_MI_NEWS_FORM_COMPACT=>'textarea'
_MI_NEWS_FORM_HTMLAREA=>'htmlarea'
_MI_NEWS_FORM_FCK=>'fckeditor'
_MI_NEWS_FORM_KOIVI=>'koivi'
_MI_NEWS_FORM_NICEDIT=>'nicedit'
_MI_NEWS_FORM_SPAW2=>'spaw2'
_MI_NEWS_FORM_WYMEDITOR=>'wymeditor'
_MI_NEWS_FORM_XINHA=>'xinha'
//_MI_NEWS_FORM_TINYEDITOR=>'tinyeditor,

'tinymce'=>'tinymce');
$modversion['config'][20]['default'] = 'dhtml';

...doesn't use...
xoops_load('xoopseditorhandler');
$modversion['config'][20]['options'] = array_flip(xoopsEditorHandler::getList());

...anymore because it doesn't list all installed editors. Why it is that way? Can't you make XOOPS by itself find what editors are instaled and then give list to news module or whatever other article module?
