WebMailFX is an older module(2005) for having a kind of webmail as a XOOPS module and no longer maintained. However it should run on
2.3.
With the availibility of highly sofisticated webmail software, there is less need for a XOOPS module for doing this.
I think you are confused about what the account creation really is. It is for setting up the parameters of an existing email account, the same way you would need to setup a new account in an email client as eg Outlook.
