I would try a URL path:
include('http://mysite.com/working/version.php');


Both drive and URL paths work for me in 2.3.3 and previous versions.

Some other things to check:
- Group permissions on the custom block.
- Check your include file's syntax for errors.
- Check another theme, sometimes an error in a theme will suppress browser display.

i have tried the full url before same result, where/how would i check the syntax error?
