Recent topics block will not show on top page

I have triple checked all permissions and searched for any topic about bugs and I cannot come up with a solution for this problem.My recent topics block is only visible to the webmaster. All others such as anonymous users and registered users cannot see the block on the top page.Does anyone know what I might be missing or if this is a bug? Maybe a workaround is known.I would appreciate any help.

Which module? Version of XOOPS and module?

Goto the admin of the forum module. Choose blocks and click edit the block of recent topics. At the bottom multiselect the usergroups.
(Also accessible via admin blocks manager)

I have given all permissions everyway possible.Though when I choose edit the block I dont have a usergroup choice at that part of admin.My permissions exist in cbb permissions. I have no block permissions choice whatsoever.

In admin>users>groups click on the Registered and Anonymous Users groups in turn and ensure that there is a "check" for the block in the "Block Access Rights" section for both user groups.

I have already checked and confirmed these are checked properly.

I have also created a new group called nonmembers,given block access rights to them,added all members to that group and tested it that way.No luck

Aha it seems that members and anonymous users must have block/system admin rights checked to be able to viewe recent posts.But now I am wondering what things this will allow them to do that I dont want them to do.This is strange.

Strange recap:To get members to see recent posts block to be seen on top page.

All registered members must have System Admin Rights>Blocks ,checked and
Module Admin Rights>CBB ,checked
Block Access Rights>CBB , has no effect

Anonymous users cannot have the ability to see recent posts block because checking these 2 items has no effect,Nor can you add anonymous user to a group to give them these rights because they are anonymous and have no names in which to use.

This must be a bug!! I dont think anyone would intentionally design a cms like this.Please someone verify this for me
