Thanks for the replies but I'm totally confused.

I tried to make your language changes javesey but that didn't do it.

Is there some code from newbb/frameworks I need to include? Or is this a really difficult hack?

You have a look at function newbb_formatTimestamp from /modules/newbb/include/functions.ini.php and adapt formatTimestamp in /include/functions.php and /language/xxx/local.class.php for a sitewide change.
If you want to do it alone for the comments then you must change all formatTimestamp to eg comment_formatTimestamp in /class/xoopscomment.php and /class/commentrenderer.php (probably some system blocks also) and include the newbb_formatTimestamp function with that name in /include/functions.php

I'm afraid to say i didn't get it working and have went back to using newbb
