What about editing redirect page for making it to look like a normal page (just like in 2.2 branch)?

I don't think it's a good idea.
I don't know the 2.2 branch, but i 2.3.1 the redirect page is one template.
If people don't have access, it's the template.

I can imagine that the 2.2 branch have more than one template, so the system redirect uses templates based on the redirect reason. Then it would make sense to make it look like a normal page.

There is only one template for it in 2.2.x, but I didn't notice a special resemblance to a normal page.
