Yes, it can be done with the proper SQL statements in PHPMyAdmin. You need a local server, like XAMPP, with XOOPS installed to it, to test this out.
a ready made script, but this French example shows how to do the conversion 'backwards' (from CBB to NewBBex). It can be used as a starting point.
