Did you set the permissions (in forum admin)?
Do you see the New Poll button near the New Topic button in a forum?

Nope I dont see "add New Poll" button but in permission i do see "can add poll".
Secondly I have installed CBB first and then have installed XOOPS Poll, also i am using XOOPS 2.3
Any suggestions...

In Forums admin, chose a Forum and click on the "edit" icon.

Scroll down the list of settings until you see the "Allow Polls" option. Set the radio select to "Yes". This has to be done for every Forum that you wish to be able to have polls individually.

Have you done this and still have problems?

Also can someone suggest me how to use FCKeditor for forums.

yep!

Same thing: Edit the forums as before (for the polls) and this time check the "enable HTML" box. This should allow the xoopseditors to be chosen.
