Site can't display chinese characters in xoops 2.3

How do I solve this issue?

After convert to XOOPS 2.3
all chinese text turns into gibberish.

what was your collation and DB character set before upgrading?
what collation and DB chararacter set did you choose in the upgrader?

from my phpmyadmin,

its stated:

MySQL charset: UTF-8 Unicode (utf8)
MySQL connection collation: utf8_unicode_ci


my previous mainfile.php has this:
define( 'XOOPS_DB_CHARSET', 'ISO-8859-1' );

I didn't see the options during upgrade. I ran into problems and got stucked in upgrade. so I had to manually entered the information into the mainfile.php to proceed with the upgrade.

the shoutbox module is not compatible with XOOPS 2.3

had to manually set it to UTF8 to display chinese characters.
everytime its refresh. I had to set it again. samething happen to IE and mozilla.
