Any registered user can edit and delete webmaster's news!! is this a bug?

xoops: 2.0.18.1
news: 1.56

I (the webmaster) post a news article. When I login as a regular registered user to XOOPS site, I (registered user) can delete that news. This is weird. How can I disable this special privilege to outsiders and secure my news articles.

Note: A registered user on my site can see the news admin menu, when he clicks on news.

No, it means that some permissions are set wrong in admin - modules - news - grouppermissions. There are three kinds of permissions to set with the select at the top of the form.
