Where is this supposed to be uploaded to? Is the whole folder uploaded to the modules? Or each module individually?

When you unzip it, you'll see a subdirectory XOOPS_ROOT. Everything what is underneath, you can upload it directly to your XOOPS root directory.

Note: after you done, you might have to upload the newest Framework 1.22:

ok thanks, but when I am trying to upload the modules and class folders that are under the XOOPS_ROOT I get a message that says these folders already exist in the destination. Am I suppose to
merge
don't merge
copy but keep both folders
or
use automatic rules??

If you use 2.0.18.1, just overwrite (or merge) them. But update later on the Framework to version 1.22.

I merged them and now I can't get in the the admin area. The login is gone from main index page. Once I finally got logged in nothing happens, an all white page??

MYSQL FIX:
if you made a backup of your database ( like it states you should do in the install.txt file)
Just upload your copy of your DB
it will turn everything back to the way it was

Did you upload the Framework 1.22?

Also, can you get to the Admin, and deactivate the modules, and then see if it works. What can happen is that one of the modules is causing the "white screen", so it's important to find out which one.
