I'm running on windows and want to customize my XOOPS 2 based website. can someone give me a list of needed apps from theme editing\creation to modules and so on (i dont need to do forums but it might be benificial to others.)

For themes ... I don't know, except may be THE GIMP and/or Photoshop.
For modules, I suggest you the latest version of Zend Editor or EasyEclipe.
You will find them wtih Google.
