the XOOPS hacks module has the admin files needed in order to make it like EXM, i think copying those files to their respective folders should do the job for you! Dont now if this works though, its just an idea...

Hi. Now I have tried that. I copy the adminfiles to: ../modules/system

But it didn't help. :(

Hi again. It seems to work now for me. I didn't copy all the files at the first time. But I don't know if it works 100% but some changes happend. Thanks for the help to who helped me. :)
