ERROR when trying to send PM

So I'm getting an error anytime I try to send a PM. It wasn't always this way and I can't really be sure what has changed since it was working properly. I've included a screenshot of the error... I don't understand this kind of thing... any help here would be AWESOME!

Also if i choose an avatar from the list it does not show a preview of avatar. Seems like the source of images is missing.
