I think you guys need to check the dates these domains were registered and do a "whois" check on them.
Some of them have been around for quite a while and some are owned by by members of this community (rather than anyone/organisation "official") to show off/make available their work to the wider community....... easier to find with the word "xoops" in the name.
Many are up and running at the moment; take a look at xoopsinfo.com and it might beome a bit clearer.
Don't forget, too, that some of the multiple names will have been registered merely to acquire the names and prevent "cyber-sitting".
