A full description of the issue:

When I give a user admin rights to a module it cannot change the module's settings. Only admins of the system module are allowed to change the settings of other modules. Is this intentional? And if so, how would one allow a user to have full admin rights on a module without giving him admin rights to the System module as well?
If it is not intentional, are you interested in the results if I patch this on my site?

I think it's a bug in 2.0.x, and the workaround is to give the user admin rights to only one of the system features, such as blocks.

If you develop a fix, please post it on the sf.net bug tracker. First check the tracker to see if there's an existing report on this issue.

Wasn't this fixed in 2.2.x? If so, examining that version might yield the fix.
