Downgraded and now register problem

I downgraded from 2.2.3 to 2.0.13.2 and all went pretty well except I can't get it to accept new users registering. And for the life of me I can't figure out how to set it do do so. I also can't get the EDIT USER INFO to work in the system perference area. Any ideas?

Says we're closed for new registrations.

i think there's a place in admin "preferrences" where you can turn on or off registration?

Click on the 'System Prefs' image in the Admin end
On the right of 'User Info Settings', click 'Edit'
Change 'Allow new user registration?' to 'Yes'

there's nothing under 'User Info Settings'.

should I try to upgrade to 2016 now that I got back to 2013?

I noticed one other thing. The ADMINISTRATION link is not part of the user menu. I can access it direct after loggin in though.

all I really need to do at this point is figure out how to let people register. Can a file be changed to do this?

ok, new problem. I went to upgrade from 20132 to 2016 and followed the instruction. Uploaded all the html files and then the upgrade folder. But it wants to do a fresh install. So i removed the install folder and and pointed to the /upgrade and now nothing. Says page now found. And I can't login as admin. Instructions say:

Upgrade script instructions
--------------------------------------------

- Unzip the package
- Upload the *CONTENT* of the htdocs directory to your XOOPS root directory
- Upload the upgrade *FOLDER* inside your XOOPS root directory
- Login as an administrator
- Point your browser : <xoops_url>/upgrade/
- Follow the instructions
- DELETE THE upgrade FOLDER YOU JUST UPLOADED TO YOUR SERVER !!!

found my upgrade problem here:

but still have no USER INFO in the peferences. this is getting old. All I what is to let people register. ARG!!!
