I'm not entirely clear on your question, but if you are looking for the ability to define the order of link images, I believe you can do this in SmartPartner by assigning a "weight" value to each image.
If that doesn't do it for you, you can also try the Multimenu module which has a huge variety of link options including a scrolling block. That modules supports image links as well.
