Hello everybody!
I'm beginer xoops. I have a problem:
"I want everybody can see the modules which needn't login". Please help me!

XOOPS comes with a system core module that will let you set many of the site preferences and create custom blocks besides activating the system ones and the ones that come with the modules. click on the admin icon in the administration and check out all the links, among them you'll find Groups where you select the X group of your choice then you checkmark the block and modules you want that group to access..but becareful...you can give admin access rights to modules there too so take care not to be clicking things there for your public.

well first I imagine you have gone to Admin > System > Groups > Anonymous and set a checkmark on module access rights on the news module and optionally the news blocks you'd like to display.

Then you go to the News module and set within that module permissions to the Topics you have created (there's approve, view and submit permissions), you have to do that before starting to use the News module for the first time and each time you create a new topic.

Thanks about your anwer. i have finished, but now i set up module donation to right columns, i want this module alway view all page. please help me.
