Out of the box, no, they wont install. However, if you take a few minutes to insert the appropriate SMARTY variables into the theme, you can easily convert any static template to XOOPS.
My best suggestion, take a look at the XOOPS default theme for the proper SMARTY variables to use, then experiment inserting those variables on a test site.
The first time I tackled XOOPS themes, I spend about a day learning the basics of the variables. After that, I could convert or design a theme in just a few hours.
A little more info... I've seen several TemplateMonster style themes ported to XOOPS over the years.
