With regards to Tech support on the error, you would need to ask a php/mysql dev guru.
With XCGal, a user can make their own gallery. I don't think you can limit the number of images uploaded, but you can limit the amount of disk/web space they use, ie you allocate each private album 2mb's worth of space, if they were to upload 500kb images that would be approx 4 images.

Yeah that's right, and the good thing is it would require no work, as each registered person receives their own XOOPS profile, which would be the central repository for them, I linked to yours on xoops.org in a prev post.
With regards to a search tool, XOOPS already has an integrated search tool, if you click advanced each person can then search by specific section (module).

Well that's a question only you can answer.
You could set for admin approval first, or set them straight live for certain groups, its up to you.
You can also edit the waiting contents block to add more options for waiting content, to make it easier for you to admin, I can help with the coding on this if you wish. When you first start the waiting content only works for certain modules, so would require a bit of code modification, like I say I can help here if needed.

Again, this is up to you really, to a certain degree the limitation of the module, however most work with grouping permissions now, so it should be fine.
To find out the limitations you face, install the modules and test them out.
