Is there any way to make it so only registered users can post comments but all can read comments?

In your administration of most modules you should be able to set that only registeretd users can post. If there is nothing like this in the module go to admin/groups and check the permissions for registered and unregistered users there...it is possible that there will be a tick box to give read permissions for both and a box for posting comments in unregistered users can be unticked.
