Is it possible that every user in an XOOPS Community can search for other users or do I have to implement that functionality by my own?
And is it possible that tha admin can send a PM to all users or to all users in group xy? Something like system-wide messages (PMs)

You have admin control to send email or to send to PM. For XOOPS 2.0.15 or earier look in:
administration/system/mail users
There you will find all the paramaters you can set for sending email or pm to your selected users. Scroll to the bottom to select Send to Email or Send to PM.
