First create the story - you will need to create a news story so that the Big news story has a story to use. You can create news stories through the 'submit news' at the front end of your site, or through the admin menu 'news' click on post/edit news.
Please note before you do this you will need to have created 'topics' for your news items.
Then when you have created a news story go you site admin- blocks and turn on the big news story block.
If you want what is in your 'big news' to stay there for a longer period than one day- like we do on this site- you will need the spotlight module rather than big news story so you choose which news item is featured. Either way you must create the news story first - then you can play with how it is displayed through blocks. HTH
