This has worked for me on one site:
<iframe height="150" frameborder="0" src="chat/info_embedded.php" style="width: 100%; margin: 0; padding: 0; border: 0; overflow: hidden;" scrolling="no" border="0" allowtransparency="true">iframe>
Create a custom block, add the above. Just make sure src="chat/info_embedded.php" is the location of info_embedded.php. Meaning, if your directory is FlashChat - it would be src="Flashcat/info_embedded.php"
On another site, I link a popup from my dropdown menu that opens a who's in chat window. I prefer the popup over the block.
