How can I produce menu structure like "community" in XOOPS web site for no-logged in users

Admin --> System --> Groups --> Anonymous (check access to the modules you want in there)

Admin --> System --> Modules (make sure their weight is not 0)


For a fully customized menu you can use Solo MultiMenu module.
