Add a link/page to the admin control panel?

How do I add a link in the 'users' menu or 'misc. tools' menu and its target php page to the admin section (wrapped in the default theme)? I've seen how to use page wrap for the front end of the site, but I can't figure out to do this for the admin section.

Or is there a better way... a module or other hack? I've searched the forums, FAQs, and modules for three days with no success.

What versions are you using? (check read b4u post link) I don;t think this is possible with XOOPS 2.0
