If you go here www.theskepticexpress.com your see that the main page is just the news section.

Is there a way to get a opening page to display that explains what are site is about?

What about a static post,

Not sure how XOOPS would handle that.Its been done ok in Wordpress. A static page will always show no matter what page your guests/members want to see.

I think you need to create custom block with the text you want, set it to be visible on top page in proper place and give proper permissions in groups
..

Sounds complicated. Might just leave it how it is.

Hi

Once upon a time I thought creating my own block with static content would be complicated but it really isn't that hard to do. See this FAQ

and check the tutorials listed in the help docs thread below.
