I would like to know if you can use an external database with xoop within the blocks? PHP Database ofcourse.

A lot would depend upon the server setup where you had XOOPS hosted (whether it only allows localhost connections ?), and the server setup of the remote db, what it allows.

It's certainly possible, but it comes down to server setup/config/security issues on the local and remote.
NO to the Microsoft Office format as an ISO standard.
