A full description of the issue:

after downloading the xoops-226-chinese.zip

I copy the uncompressed files to /var/www/html/xoops226
then finished then all installation steps.
I input the http://localhost/xoops226,while some error messages (I did not copy down)pop out after I press enter. I try to reinstall the software by deleting the files under the XOOPS and copy unziped files into the directory again.
this time , when I input the http://localhost/xoops226 the following message come out:

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I also try the to download other version of xoops. also come out the same error message

This is a guess because I am no expert but have you got your chmods right??? Here is an FAQ on chmods
If the right files are not 777 then you won;t be able to execute parts of the installation - Search CHMOD in FAQ for more deatils. It might help. If you think they are right then my guess is wrong. Cheers
