small glitch: It seems anonymous users are allowed to comment news at xoops.org

Odd, because I don't get the option to submit a comment when I log out.

And 'Allow anonymous post in comments?' is set to 'no'.

Keep us updated on examples, please, so we can figure out what is going on.

as anonymous, when viewing the spotlight I see "write comment", I then click on it and I see "Comments are always approved", but when try to post the comment it gives me a "no permission"
