Depends what you need really... for most people I would recommend 2.0.13.2 ... the forthcoming 2.3 release will be more compatible with 2.0.13.2 - users of 2.2.4 will have to wait until the release of XOOPS 2.4 to upgrade.

Most 2.0.x modules will work with 2.2.4. But some modules written for new features of 2.2.4 will not work on 2.0.13.2 properly.

Both versions of XOOPS have the same security updates applied so security wise, they are both as stable. However some of the updated features of 2.2.4 are being re-written for newer XOOPS versions, so for this reason I recommend sticking with 2.0.13.2 unless you really really need them, and don't mind waiting for XOOPS 2.4 before updating.
