Need Help! First Learner

Hi..I'm just downloaded the XOOPS 2.0.13.1 full version from xoops.org. but after I installed, I failed to login. Once I entered the username and password, it brings me to HTTP File Not Found. Can someone teach me on that? Much appreciate if you could help me. Thanks.

Thank you for your reply.
I have solved the problem. Actually is URL address problem.
but now I facing another problem.

I have create a custom block to input some of the information, it looks so nice when I created, but why after I logged out, the block did not appear in the main page?
how to set it appear in Home page since I have choose the "Visible" in top page?

Go to blocks admin and check to make sure Anonymous users can view that block. That should do it.
