In the user.php file, can I remove this line some how?

Go to admin > misc > templates > (the template set you are using). Under System, edit the template system_userform.html.

Comment out or remove this:
<{$lang_notregister}>


That should work.

ok I've tried this but there doesn't seem to be a place to save it..........

edit: i've gone to ftp and found the file system_userform.html. and will just edit and upload back to the site..thanks again..

nope..I can't get it to save. I even downloaded the form from:

/public_html/modules/system/templates/

and than edited: system_userform.html.

than I uploaded it..

and deleted my cache and it hasn't changed for some reason..I look at the file and I did delete the line...but it shows still as being there..

You need to update the system module after making template changes.
